In 1970 John Kamerich took over as President at the University of Northern Iowa. President Kamerich saw President Maucker's ideas of the new buildings and decided to keep the proposed plan in motion. He appointed a Need and Scope Committee to look at the possibilities of building a multi-purpose coliseum at the University of Northern Iowa. The Need and Scope Committee prepared a plan and brought it before the President's cabinet. The committee told the cabinet the results of the research they had completed and determined the university should raise money to fund the coliseum auditorium first. The cabinet accepted this statement from the need and scope committee. Now the university had to try and drum up support from the community and other university officials for this project.
In February of 1971 President Kamerich went before the UNI Board. President Kamerich didn't get good feedback from the board over the proposed idea to build an auditorium that could "house sporting events and many other activities for the university and the Cedar Falls area." At this point things didn't look good for the proposed building of these structures. The university needed support from the community of Waterloo and Cedar Falls for this project to be put into motion. The dome project got its needed support from the public in May of 1971. University of Northern Iowa Athletic Director, Stan Sheriff said, "The real turning point came last May, at a meeting with about 100 Waterloo business men. Their enthusiasm got things going."9 Before this meeting Sheriff said, "I have given up on the proposal for a new indoor athletic facility several times."10
