    Cedar Heights did not contain a city hall, but did have a mayor-council form of government. It maintained the status of an unincorporated village until 1916 when it hastily incorporated just ahead of a planned annexation by Cedar Falls. Galloway became the first mayor, granting franchises to Cedar Falls to provide materials needed for electricity and water. He also donated land to build a school, located on the corner of Rownd Street and Rainbow Drive, where the Cedar Heights Presbyterian Church is presently located. After only fourteen years Cedar Heights student enrollment outgrew the school. Galloway donated another plot of land for a larger school to be built on Rainbow Drive, just east of the previous one. In 1922, the school was built and children of the area attended it through eighth grade. They then had a choice of attending high school in Waterloo or Cedar Falls.  The building is now Cedar Heights Elementary and remains much as it was over seventy-five years ago.
